In the early 1990s when developer fees went south, Moval instituted a TEMPORARY 6% utility tax. Prior to that one of the present council members used the campaign slogan "Your best weapon against the utility tax" and another participated in the Moreno Valley Tea Party, where citizens brought tea bags to the city council meeting to protest the tax.
The first attempt to end the tax was coordinated by Ray Haynes. The second effort succeeded, but the city council put the issue back on the ballot with more wide spread taxes, the tax and spend group, both in and out of town spent over $100,000. to convince the sheeple to vote in the tax and they did.
Since then the utility tax repeal has been put on the ballot many times and each time the money flows from the rich to continue the tax on the poor. Some of the council members have suggested that they could reduce the tax, but have yet to take action. Perhaps they need a reminder.
